When they asked Queen for the rights to Another One Bites the Dust, Queen rejected their request. So the people asked Survivors to make a song for Rocky III. The song is based off the events in Rocky III.
In the movie, Rocky is a champ boxer and is very famous after the second movie's ending. The beginning starts off with a montage of Rocky beating everybody who challenges him for the title. He now lives in a mansion and his wife and kids are living in luxury. But when a boxer challenges Rocky to a fight, Rocky takes it smooth and instead of training really hard, he does pictures and soaks in the fame in his public training center. This is similar to the verse "so many times, it happens to fast, you change your passions - his urge and commitment to beating Apollo Creed in the first two movies - for glory - the want for public attention and fame.
At the match, the opponent taunts Rocky and gets in a fight before the match. Rocky's trainer, Mickey, suffers from a heart attack and dies, leaving Rocky devastated, for he had known him forever. With Rocky's lack of training and commitment to beat the boxer, and the bonus that he was distracted with Mickey's heart attack, Rocky loses and gets knocked out in the second round.
He had lost, according to his former rival, Apollo Creed, the "Eye of the Tiger," his urge and commitment to his training in the last two movies. He had chosen fame over the Eye. And the song is about how a young man had the urge to win, and when he did, lost it and took popularity and fame.
